This is the Rainbow Modeling Project Chojin Kaijin Kobo Ika Geruge, a limited edition item from the November 2007 Hyper Hobby magazine.
From Chojin Bāromu Wan, this is a Doruge monster that appeared in Episode 3, The Terrifying Bacterial Monster Ika Geruge. It plotted to control all of humanity using the space bacteria PLG.
While given a sofubi-like deformation, the sculpting is finely detailed, and the suction cups are strangely realistic.
