This is a wheel cover for wheelchair tires.
I purchased this for indoor use when I had a leg injury.
Since my time using the wheelchair was short,
I kept it stored without ever using it.
To attach, simply cover the tire.
The elastic on both ends of the fabric wraps around the tire, making it easy to attach.
It's hygienic as you don't need to wipe the tires.
It also seems to reduce noise to some extent.
It can be washed if it gets dirty.
